I think media's effort in this case really should be appreciated. The same media now should pressurise the government to get atleast a portion of the money from the service providers.

It great to find Congress dance to the tunes of the media. It's usually the case, when people incapable of governing the nation are appointed to power - they look elsewhere for help(thanks to the media like Hindu,etc). A capable govt would have been proactive instead of waiting for the problem to take monstrous proportions.
The media has the bad habit of forgetting the issue when the concerned resigns or when next hot issue appears. It should have hunted for the money instead of focussing on who's next.
Imagine how nice it would be if each of the congress MP's are asked what's their plan to get the money back.

Spectrum: Real Background
1. As Per CAG report, it’s not a Scam, it’s a revenue loss to Govt and the Value mentioned is a Paper Value and not a real accrual one.
2. Telecom Ministry followed the TRI regulatory norms (No Auction for 2G) and the same procedure followed from 1998/99 by various Telecom Ministers.
3. 2G is basic Voice feature and to be a one of basic needs for millions of people of India and it’s not like 3G which is a luxury Service and to be priced at action model.
4. For argument sake, If 2G is auctioned and given to Operators at much higher prices / market price, they’ll back charge the cost from the Users of mobile services. Think of the mobile call rates prevailed at the time of initial stages of its usage in India and compare it with existing rates. Also when compare the Mobile Tariff of India with US & UK or Other Countries, it’ll be very less.
5. Due to the low pricing of the spectrum, the real beneficiaries are Citizens of India, who uses 2G services for basic voice calls. They pay less cost for minute usage when compared to other Countries. Because of low rates, the user volume and tele-density is increased a lot.
6. Those who oppose this are those who have mindset that Middle-Class/Poor/rural/underprivileged people of India SHOULD NOT use Mobile Phones. In case the 2G Spectrum was auctioned at higher Prices, then the Mobile Cost might be 10 Rs per Minute. So the real beneficiaries are Middle-Class/Poor/rural/underprivileged people of India.
7. In Ration Shops Rice is given for 1Re, you can’t say market price for Rice is 11 Rs and hence there’s a loss of 10 Rs for each Kg and calculate the overall loss for Tones of Rice distributed thru Ration Shops (If you calculate it’ll be in lacks of Cores). Rice distribution is done thru Ration Shops for the benefit of millions of people who can’t afford to buy at market price. In the same manner, 2G Service is one of basic needs in this modern world of communication. If it’s priced at market value, then it can’t be afforded/useable by millions of people in India. How many of you ready to buy LPG Gas Cylinder, Petrol and Diesel at market price?, if you expect some form of subside from Govt for these products, it’s all so a revenue loss for Government.
8. 2G in the year 2007 was at declining stage of Product / Technology life cycle. The next generation, 3G was very much at the initial stage of discussion. No fool will invest huge money in form of auction/market price in a Near-Decline technology. They can buy only at nominal price and this was actually happened.
9. For example, If Microsoft is about to launch New Software with advanced features in next couple of months, will you buy it’s Old version at the price of New Version?. 10. There might be some deviations in giving licenses to operators and it’s common in every department of Government.
11. The Whole issue is just blown out of proportion for vested elements and it’s a witch hunting on A Raja.

What Raja did is like a clearance Sale, 2G was there since 98/99 and when Raja became Telecomm Min in 2007, found that some unutilized 2G spectrum bandwidth is available. He foreseen that 3G shall hit by 2008/2009, hence did a Stock Clarence Sale as per already existing and followed up process..



Actually Raja did a additional revenue generation, he could have just ignored the unutilized 2G Bandwidth and kept quiet. In that case this whole issue wouldn't pop-upped and few Old Big Telecom Providers shall be enjoying the tele com market with their own tariffs..

இலங்கை போர் தொடர்பாக விசாரித்து வரும் கமிஷனிடம் அவர் ஆஜர் ஆகி சாட்சியம் அளித்தார்.

அப்போது அவர் கூறியதாவது:-

1987-ம் ஆண்டு இந்தியா- இலங்கை ஒப்பந்தத்தை பிரபாகரன் ஏற்றுக்கொண்டிருந்தால் இந்த பேரழிவுகள் ஏற்பட்டு இருக்காது. அதன் பிறகும் 1990, 1995, 2000-ம் ஆண்டுகளில் இலங்கை அதிபர்கள் சமரச தீர்வுகளுக்கு முன்வந்தனர். அதையும் பிரபாகரன் நிராகரித்துவிட்டார். இதனால்தான் ஏராளமான மக்கள் பலியாகும் நிலை உருவாகிவிட்டது.

Every one quote CAG report on Spectrum, Particularly Jayalalitha even asks to arrest Raja based on CAG reports. The same JJ, when CAG pointed revenue loss of 11,000 Crores for TN government in 2004, whether she resigned or got arrested?

Instead, JJ gave a one page advertisement on all National News papers on Friday, 6th August, 2004 stating that CAG report is just a Govt audit report and argued that there was no actual loss of revenue.

Pls refer the advertisement on11th Page, Times Of India (Mumbai Edition).

Any Audit Authorities shall raise doubts and Queries on the subject they conduct Audit. Even raises Non-Conformities (NCs) and Observations. But they are NOT final, if sufficient proofs and justifications are given, those Audit Observations and Queries shall be closed. This is normal audit practice, in this Spectrum Case also, DoT & Telecom Ministry shall explain on what basis they allotted the Spectrum and it’s a Govt Policy decision.

Now the same JJ and others quote CAG report to target Raja, if it comes to them CAG is just a report, for others it is a Final Judgment and those should be prosecuted immediately.

It is nice that a few comments are trying to explain 'the other side' of the so called scam. The writers could have identified themselves by some names instead of remaining ananymous - as it will be easy to state which comment I am referring to.
The CAG report will not be acceptable in toto by anyone. But it definitely is a report the Government and politicians cannot ignore.
The questions remain:
- why did Raja advance the closing date as it seems to favour some parties
- Why did he ignore PM's / law ministry's comments so blatantly, instead of convincing them by reasoning his decisions? It would have been a collective decision.
- Can any one say conciously that the minister / others did not benefit at all from the 2G licence awards?
- If it is true that 2G was getting out of date and would not have fetched bigger offers, the minister never mentioned it as a reason for his decision; but he always maintains that he went by precedents. This is unacceptable. If you go only by precedents, you can have a lower devision clerk to finalise such deals on behalf of the government. It is not pardonable that he ignored advises.

It is happening in all Public departments and PSU Units.
If the deviate from the existing rules, Vigilance people will catch hold of them.We can not argue with them that the deviation is for better result.
The so called L1 price is such one case.Even if we know the L1 material ( at hundreds of Rupees worth )will fail at critical time and leading to loss of production of lakhs of Rupees, we can not buy good quality material due to Vigilance dept.So no public servent can decide based on his Knowledge and for the betterment of the PSU.

2G is like that case only.Finance will thousand questions if we want to purchase bolts.But when it fails at critical times leading to thousands of Rupees , they ( finance) will be left with out any Qustions.

The small companies will get technically qualified such as lot cable companies in Delhi area and switch gears from lot of local makes. They might have suppled to Govt companies.But they will not be comparable in Quality to ABB or Siemens or L & T switchgear panels.Lights of Philips,Bajaj will be very good but we get lights from local makes at cheap cost( L1) and bad quality.The motors of ABB,Siemens,CGL ,KEC are very good.But we may be forced to get low quality makes due to L1.They all will pass technical and PQR stage.But real quality will be known after supply only.

Due to low quality of welding electrodes,fasteners,motors,bearing etc , we are loosing lot of production in public sector companies.They can not specify standard firm.They can not get Good spare parts as Private firms are doing( at high cost) and reducing production loss.
